The US Children's Online Privacy Protection Act lets industry groups apply to the Federal Trade Commission to run Safe Harbor programmes. A company that joins one is reviewed against the programme's guidelines, which must give children at least the protection COPPA does, and the programme handles complaints and discipline before the FTC is involved.

No government agency certifies COPPA compliance directly. A company describing itself as "COPPA certified" either belongs to a Safe Harbor programme, which it should name, or is using a word it is not entitled to.

## Where Naven stands

Naven belongs to no Safe Harbor programme and claims no certification. It describes what it does for each COPPA requirement — verified parental consent before an under-13 account can send, deletion when consent does not arrive, a parent's right to review and delete — on its compliance page instead.

## Naven, in brief

- **Price:** Free. No ads, no paid tier
- **Phone number:** Never asked for
- **To install:** Nothing. It runs in a browser
- **End-to-end encrypted:** No. Messages are screened before they send
- **Works on:** Phones, tablets, laptops, Chromebooks

### What it will not do

- Screen calls. Only messages are screened
- Catch everything. The screen misses things, and is weaker outside English
- Promise security. Naven promises none; the terms say so plainly

**Naven is a free messenger that runs in your browser.** No phone number, nothing to install, and no new password.
