Can you use WhatsApp without a phone number?

No. WhatsApp accounts are the phone number — it is the identifier, not just the verification. If you need to message without one, you need a different platform: Naven, Discord and Slack all identify accounts by something else.

People try landline verification and virtual numbers, and both are against the terms and both break when the number lapses. The account is tied to the number permanently, and transferring it means transferring the number.

This also means that anybody in a WhatsApp group with you has your number, including people you have never met. There is no way to be in a group and withhold it.

If what you want is group coordination without that exchange, a platform built on email addresses or usernames solves it directly rather than working around WhatsApp.
