COPPA
The US law governing online services used by children under 13.
The Children's Online Privacy Protection Act requires verifiable parental consent before collecting personal information from a child under thirteen, limits what may be collected, and requires deletion on request. It is enforced by the Federal Trade Commission and the penalties are per-child.
Its practical effect is that many services simply refuse under-13s rather than build the consent machinery.
