Making something usable by people with disabilities.
In practice this means a page that works with a screen reader, is operable from a keyboard alone, has enough colour contrast to read, and does not rely on motion. The WCAG guidelines are the standard reference and the legal one in many countries.
It overlaps heavily with ordinary quality: captions help in a noisy room, keyboard navigation helps power users, high contrast helps in sunlight.

Naven's interface honours reduced-motion, reduced-transparency and increased-contrast settings rather than ignoring them, and its controls are labelled for screen readers.
